What cannot be denied is the significance of changes that has been imposed on us all. In this February 2021 issue of the SAEPA, we address change in a unique manner, firstly; by empathizing with everyone who has lost loved ones over the past year as we mourn the loss of 2 great contributors to the evolution express logistics, we also cherish and celebrate their legacy in the opportunities they have created for others.

Training Special Edition – Professional Conversations

The latest training news and development from Professional Aviation Services, what’s to come and what has been done. We are excited to welcome you back.

The COVID 19 pandemic has disrupted our lives in fundamental ways including having a direct impact on the way we train and certify people in the aviation industry. Traditional classroom style training was prohibited under the Level 5 and Level 4 Lockdown imposed by our Government to flatten the curve of COVID 19 infections.

The SACAA introduced a moratorium on the renewal of qualifications until the end of July in recognition of the fact that training and certification was impossible during the initial lockdown period.

Developments have been ongoing with the SACAA engaging with industry to enable a training and certification regime designed to work under the Level 3 Lockdown regime and provide a training and certification path for the renewal of all qualifications.

E-LEARNING

Complete your qualification online at your own pace on our eLearning Platform. This is the normal eLearning course presentation and students must have access to the Internet and a computer.

Aviation Security Awareness (General) and Dangerous Goods CAT 4 are available by eLearning, these are SACAA approved courses.

We have several other courses available by eLearning such as Dangerous Goods Awareness, (not SACAA approved), The Safe Transport of Lithium Batteries by Air, Safety in the Workplace, AVI (Transport of Live Animals).

THE VIRTUAL CLASSROOM

Courses are presented in the form of a webinar with students signing into the course and taking part in the program as if they were in a classroom. The course is available live and in recorded form, interaction between the student and Instructor is facilitated through our eLearning Platform via Live Chat, Instant Message, and email.

The class is presented through Microsoft Teams and students can interact with the Instructor live during the course.

All approved Aviation Security courses are available in the Virtual Classroom, Dangerous Goods courses are not yet available in the Virtual Classroom.

Traditional classroom training has been approved by the SACAA under Level 3 of the Lockdown, all Aviation Security courses are available.

Dangerous Goods training is not yet available, this is under consideration by the SACAA.

The government has allowed for COVID-19 WORKPLACE READY PLANS to be submitted with the promulgation of the revised Disaster Management Act on the 29th of April 2020. Naturally, this brings optimism and excitement for business and industry since operations may continue.

The revised regulations recommend that employees still work from home as far as practicably possible however, provisions are made for organisations that meet certain criteria to return to work.

Under Alert Level 4, a comprehensive list of industries and activities that are now permitted to continue operations, on the condition that they meet the minimum requirements, have been made available. The requirements in the regulations are stringent and require firm control measures for companies to comply with.

WORKPLACE READINESS PLANS

A critical aspect of the provisions for organisations to return to work is that the company must have an approved COVID-19 Workplace Ready Plan that.  According to the Disaster Management Act, it is required that each organisation appoints a compliance officer that will oversee the implementation of the plan and adherence to the standards of hygiene and health protocols to prevent the spread of the COVID-19 virus in the workplace.

While the requirements for small businesses are not as complicated as those set out for Medium and Large enterprises, non-conformance or complete failure to have the necessary documentation, procedures, activities, and authorisations could result in devastating implications for the organisation.

COVID-19 Directions for the Air Cargo Community

Directions for the Air Cargo Community from the office of the Minister of Transport, 25th March 2020.

On 25 March 2020, the Honourable Minister of Transport Mr Fikile Mbalula issued directions to combat the spread of COVID-19. These directions place certain responsibilities on us as the air cargo community.

The below outlines pertinent sections along with how compliance will be achieved:

  1. Section 6(1) lists all airports authorised to handle air cargo. Please check the list as not all airports are permitted to allow landing/take-off of International flights.
  2. Section 6 (3) provides that loading and offloading of cargo is permitted at Airports designated as Ports of Entry.
  3. Section 6(3)(2)(a)stipulates that air cargo from medium to high risk countries must be sanitised.
  4. Section 6 (3)(2)(b) requires that sanitisation be applied to air cargo carried by any South African aircraft coming from medium to high risk countries.
  5. Please advise all stations sending cargo to South Africa to sanitise the cargo and send confirmation of this disinfection/sanitisation either on the Consignment Security declaration (as “additional security information”) or on the air way bill itself.
  6. Upon arrival in South Africa, handlers and agents are urged to take all precautions and sanitise cargo. The attached solution is an easy means of making sanitiser. Please be mindful of the nature of the goods being sanitised to avoid damage to the goods.
  7. Section 8 (3) of the directions charges SACAA to keep a register of air cargo manifest, flight information and all personnel boarding an aircraft for purposes of providing a service to that aircraft. Please submit this information on a daily basis to aircargosecurity@caa.co.za

Professional Aviation Services has implemented a COVID-19 Strategy for ensuring our stakeholders can depend on the same quality of services as usual.

Dear Valued Clients, Stakeholders and Industry Colleagues,

The safety of our staff and you, our valued clients, is our greatest priority. We are working closely with our health and safety partners to vigilantly monitor the situation in our country and our industry and are taking guidance from the National Institute for Communicable Diseases ( NICD) as well as the World Health Organisation, Department of Health and The South African Civil Aviation Authority.

The President on Sunday provided more details on the actions being taken by the government to stop the spread of the virus and the role that business needs to play in protecting our communities.

The following measures have been implemented since Monday morning, 16th March 2020 at our Jetpark operation that include our Training Centre.

HYGIENE

Covid-19 Inspection

Mandatory screening by a Health and Saftey officer of all staff and visitors. Individuals that display visual signs of flu/cold symptoms will not be permitted to enter the premises.

Mandatory cleaning of all facilities with disinfectants.

Where appropriate the use of selected personal protective equipment (PPE) such as face shields, eye protection and/or single-use disposable gloves are recommended.

Awareness posters are on display on how to protect yourself from the COVID-19 virus.

  • Handwashing with soap and warm water for at least 20 seconds
  • The use of hand sanitizer
  • Following WHO/CDC good hygiene practices (for example, covering one’s cough or sneeze; using a tissue, throwing the tissue in the trash, and then washing one’s hands; or if a tissue is not within easy reach, coughing or sneezing into one’s elbow).

Our team will continue perform their duties per the Service Level Agreement with each of our clients’s, our personnel will take all reasonable precautions in accordance with the current guidelines from all appropriate authorities.

We will comply fully with our client’s precautionary measures.

TRAINING

  • Training will continue with added additional measures of a maximum of 10 students per class. 
  • Students will be screened before access to the training center no exceptions will be made.
  • Students will be subjected to a compulsory awareness session regarding the possible prevention of the spread of COVID-19, how to identify symptoms and treatment options.
  • Training rooms and venue will be sanitized twice daily including desks, chairs, laptops when in use and all high contact hard surfaces.

We are currently in discussion with the SACAA to see how we can support our clients by making as much of our training available online, the possible use of a webinar platform for possible face to face training where needed and the process of deviation from our MOP to accommodate clients that would like to do training at their premises in their controlled environment.

IATA Dangerous Goods Workshops

The International Air Transport is holding two interactive 1 day workshops which will include guest speakers from across the supply chain including the South African Civil Aviation Authority to learn about the essentials of shipping dangerous goods and lithium batteries by air.

Target Audience

The Workshop targets all stakeholders of the air cargo supply chain. It is of particular importance to training institutions, courier companies, shippers, freight forwarders, ground handlers and airlines in the industry.
